1. District location in the Eastern region.
2. The districts should have an expected deliveries of 1,100 / year or more
3. The District Health Management Team and the District Hospital Management Team must agree to participate in the study.
Exclusion Criteria
1. District not located in the Eastern region.
2. The districts having an expected deliveries of < 1,100 / year
3. The District Health Management Team and the District Hospital Management Team disagree to participating in the study.
