•Documented radiographic changes of osteoarthritis (Kellgren-Lawrence grade > 2) at the time of rheumatologic screeningPalpable synovial swelling on clinical examination.
•30 years of age or greater
•Pre-randomization VAS score between 4 and 9
•Must be taking analgesic or non steroidal anti-inflammatory agents for control of pain

•Rheumatoid arthritis, fibromyalgia, recurrent or active pseudo-gout, cancer or other serious medical condition
•History of kidney or liver failure
•Oral steroids within the last four weeks
•Intra-articular knee depo-corticosteroids within the previous 3 months
•Intra-articular hyaluronate within the previous 6 months
•Arthroscopy of the knee within the previous year
•Significant injury to the knee within the previous 6 months
•Rash or open wound over the knee
•Structured exercise more than once per week for 20 minutes or longer during the 3 months prior to study entry
•Anticipates moving from the area within 18 months of study entry
•Anorexiant or other medications known to affect metabolism
•Current or planned pregnancy
