- The severely disabled or disabled elderly who cannot move themselves from bed to wheelchair or bathroom in a facility, hospital, or home
- Seniors with physical disabilities of grade 1-3 or with mobility impairments who are grade 1-4 in long-term care insurance for the elderly due to stroke, spinal cord injury, cerebral palsy, muscle disease, etc.
- Able to communicate and have the cognitive ability to understand and answer questionnaires
