1. People who are homeless/at risk of becoming homeless
2. Self-reported alcohol or drug problems
Exclusion Criteria
1. Those unable to provide informed consent
2. Aged under 18
3. Those who do not use alcohol or drugs
4. Those who do not self-identify as using substances
