Building Consensus on an Introduction of Community-Based Home Visit Rehabilitation Service to a New Normal in the Post-COVID-19 Era: A Modified Delphi Survey Focusing on Experts

A total of 15 expert panels completed the preliminary survey, 65 expert panels completed a first Delphi survey, of which 61 (93.8%) experts completed a second Delphi survey. A total of 158 (79%) out of 200 policy targets completed the survey. Consensus has been reached on all of the 21 presented issues. The need for home-visit rehabilitation services was found to be very high. In addition, it was evaluated that this service helps relieve the inconveniences of going back and forth to the hospital, and thus enable continuous treatment, and maintain and improve residual functions for the elderly with disabilities who need long-term rehabilitation. In the survey of policy subjects, there was a negative correlation in treatment time (p = .010, standardized Coefficient ß = -0.204) according to the duration of onset, but less than 10% explanatory power was shown as R2 = .097 and plan revision period (p = .003, standardized Coefficient ß = .238) which also showed a positive correlation of R2 = .087. In conclusions this study reached a consensus on the introduction of home-visit rehabilitation services through repeated surveys of opinions among experts. Our results suggest that the introduction of home-visit rehabilitation services is essential in Korea, which has entered an ultra-aging society, which is expected to offer professional implications in the establishment process of the operation of home-visit rehabilitation services in the future.
