Alabama State University and Callan JMB Forge Landmark Partnership to Transform Marion into a National Pharmaceutical Manufacturing Hub

The signing ceremony took place on the campus of the former Judson College in Marion, Alabama — the very city where ASU was founded in 1867 by nine formerly enslaved men. The redevelopment of the historic 150-acre campus into the Atlas Complex represents one of the most ambitious economic development projects in Alabama, dedicated to pharmaceutical manufacturing, medical logistics, and cold-chain infrastructure.

A Strategic Alliance for Pharmaceutical Innovation

Under the agreement, Alabama State University (search)Search term will serve as the educational partner for the Atlas Complex, providing students and faculty with opportunities to collaborate with industry leaders in biotechnology, regulatory compliance, pharmaceutical manufacturing, health care logistics, and supply chain management. The University will also maintain a physical office at the complex.

Construction is scheduled to begin August 1, 2026, with an estimated timeline of approximately nine months for initial buildout, though officials project it will take several years before the campus reaches full operation. When completed, the project is expected to generate more than $430 million in annual revenue and create hundreds of high-quality jobs, positioning Marion as a growing hub for pharmaceutical production and health care logistics.

Roots in the COVID-19 Pandemic

The partnership traces its origins to the COVID-19 pandemic, when ASU President Dr. Quinton T. Ross, Jr. sought ways to keep the university campus open safely while many institutions closed their doors.

"We worked with ASU to keep the campus open so students could continue experiencing college life," said Wayne Williams, CEO of Callan JMB. "We provided state-of-the-art testing, nurses and disinfecting facilities, including using drones to spray disinfectant inside the football stadium."

Williams emphasized that the relationship evolved beyond a business opportunity. "Yes, it was a business opportunity, but we became friends," he said, crediting Ross's leadership with laying the foundation for the historic agreement.

Workforce Development and Educational Impact

ASU students will work alongside companies utilizing advanced manufacturing technologies from Asia, India, and South Korea, gaining experience in one of the nation's fastest-growing industries. Williams described ASU as "the main pillar of this project," noting that "the University will help educate young men and women in manufacturing, logistics and auditing — those things that are key to our health care system and protecting our loved ones."

Former State Sen. Gerald Dial, a member of Callan JMB's Board of Directors, highlighted the unique nature of the initiative. "This partnership is the only one in the country where we bring a conglomerate of companies together in one place," Dial said. "It will gain national attention because it's the first one of this caliber."

Dial noted that ASU students will intern with participating companies and gain international experience before graduation, giving them "a leg up on other graduates because they will have networked with foreign companies."

Economic Transformation for the Black Belt

Marion Mayor Dexter Hinton called the partnership transformational for the city and the broader Black Belt region. "Local people have been hired to help with all types of construction," Hinton said. "This partnership will bring strength to our community. It will improve the footprint of Marion."

State Sen. Bobby Singleton, who also serves on ASU's Board of Trustees, underscored the connection between economic development and education. "Economic development is important, but real progress happens when we connect that development to education, workforce training and pathways to meaningful careers," Singleton said.

Fulfilling a Historic Mission

For President Ross, the ceremony — held during ASU's birthday week — carried deep symbolic weight. "It is a pleasure to be home," Ross said. "We are fulfilling the dreams that started here in Marion, Alabama."

Ross emphasized that the first phase of the agreement will make the campus available for research projects and companies establishing operations at the Atlas Complex, after which the University will expand academic programming and curriculum to support the complex's growing industries.

"Our mission is not simply to prepare graduates, but to prepare innovators," Ross said. "This partnership is more than just us returning home. It's about providing opportunities for our most precious resource — our scholars."

Dr. Tanjula Petty, ASU's vice president for Institutional Effectiveness, Strategic Initiatives and Transformation, closed the ceremony by focusing on the partnership's long-term significance. "The true measure of this agreement will not be found in the signatures on these papers," Petty said. "It will be found in the lives that are changed, the discoveries that are made, the careers that are launched and the communities that are strengthened because of what we began here today."
