Regulatory Reform Targets Research Delays
AB 1103 specifically targets California's Research Advisory Panel, which has created unique approval barriers not found in other states. The panel, established in 1968, requires additional approval for studies involving Schedule 1 and 2 drugs after they receive FDA approval. Almost all psychedelics fall under Schedule 1 classification, meaning they have no legalized medical uses and are considered high-risk for abuse.
The regulatory challenges became particularly apparent when the advisory panel failed to meet for 11 months due to disputes over state laws requiring public meetings. Under the new legislation, researchers with FDA-approved studies that comply with California law can receive approval from smaller panel groups within days, rather than waiting for full panel meetings.
