The Health Resources and Services Administration (HRSA) is spearheading the HEAL Initiative's JCOIN Phase II Community Engaged Research Resource Center, with a focus on addressing the opioid crisis among individuals involved in the US justice system. This initiative recognizes that individuals within the justice system are at a disproportionately high risk for SUD/OUD, opioid withdrawal upon incarceration, and overdose post-release, particularly if they have not received medication-assisted treatment (MOUD) while detained.
Addressing a Critical Need
Most US jails currently do not offer MOUD to all individuals who could benefit from it, creating a significant gap in care. JCOIN Phase II aims to bridge this gap by focusing on the translation of research into practical applications within the criminal justice system. The core objective is to increase both the delivery of and access to MOUD, thereby mitigating the overdose crisis within this vulnerable population.
Research and Implementation
A portfolio of research projects will conduct hybrid effectiveness-implementation trials. These trials are designed to identify and address key barriers that impede the delivery of evidence-based OUD treatments to justice-involved individuals. By focusing on practical implementation, JCOIN seeks to ensure that research findings are effectively translated into tangible improvements in treatment access and outcomes.
Unique Focus within HEAL
JCOIN stands out as the only initiative within the broader HEAL program that is primarily focused on justice-involved populations and the criminal-legal system. This targeted approach allows for a more specialized and effective response to the unique challenges faced by this demographic in accessing and benefiting from OUD treatments.
