Eli Lilly Breaks Ground on $6.5B Houston Plant to Make Oral GLP-1 Foundayo

Eli Lilly broke ground Monday on a roughly 240-acre, $6.5 billion manufacturing facility in Houston's Generation Park, its fifth U.S. active pharmaceutical ingredient site announced since 2020.

Eli Lilly broke ground Monday on a $6.5 billion manufacturing facility in northeast Houston's Generation Park, a roughly 240-acre site that will produce active pharmaceutical ingredients for Foundayo (orforglipron), the company's oral GLP-1 medicine for weight management, along with other small-molecule medicines and advanced therapeutics.
The Houston site is Lilly's fifth U.S. location dedicated to producing active pharmaceutical ingredients and one of ten domestic manufacturing locations the company has announced since 2020. It forms part of a $50 billion commitment to reshore medicine production. Texas Governor Greg Abbott said in a statement that the investment is "the largest active pharmaceutical ingredient project in Texas history and will create more than 600 high-wage jobs, right here in Texas."
Capacity, Timeline and Staffing
The facility is expected to be operational by 2030 and will employ more than 600 people, in addition to approximately 4,000 construction jobs during the build-out. Permanent positions will include engineers, scientists, operations personnel and laboratory technicians, and Lilly has begun recruiting in the Houston area.
Beyond Foundayo, the site will produce oligonucleotides, a class of medicines designed to work at the genetic level by inhibiting the production of specific proteins. Lilly said machine learning, artificial intelligence, digitally integrated systems and advanced data analytics will be embedded throughout the facility to streamline production, support quality control and help maintain a reliable supply of medicines.
"We are thrilled to break ground on our latest 'medicines made in America' site in the great state of Texas," Lilly Chair and CEO David Ricks said in a statement. "This $6.5B investment will help change the game for tens of millions of people suffering from overweight, obesity (搜索) and its consequences like diabetes. We will make and ship Lilly's latest products from Texas to people here at home and around the world."
Foundayo's Small-Molecule Profile
Foundayo received FDA approval on April 1 and entered the U.S. market in April. It is a once-daily oral tablet approved for adults with obesity (搜索), or adults with overweight and a weight-related condition. As a small-molecule drug rather than a peptide, it can be taken at any time of day without food or drink restrictions, and Lilly said it is manufactured using more established production technologies that can be more readily scaled.
Lilly said the drug is under regulatory review in more than 40 countries, with a global rollout targeted for 2027. The company is also studying Foundayo for additional indications, including type 2 diabetes (搜索) and obstructive sleep apnea (搜索), with further clinical data expected later in 2026. Ricks told CNBC that Foundayo now accounts for one-third of new GLP-1 pill prescriptions and that the company's position in the oral market has been gaining ground each week. According to CNBC, the drug generated $98 million in revenue during the second quarter, its first three months of commercial availability.
Workforce Pipeline in Houston
Lilly is providing $12.5 million to San Jacinto College (搜索) to develop training pathways and expand equipment and facility capacity for advanced chemical synthesis manufacturing careers. The partnership will prepare technicians, manufacturing operators, maintenance professionals and other skilled workers, with Lilly employees contributing expertise to curriculum development and instructor preparation. The programs are designed to give individuals without previous manufacturing experience a route into the biopharmaceutical industry.
A separate $2.5 million charitable donation to the San Jacinto College (搜索) Foundation will support scholarships for eligible students, bringing total education and workforce support in the region to $15 million.
"When you invest in a place like Houston, you invest in its people first. This facility will run on the talent of this community, powered by our relationship with San Jacinto College (搜索)," said Edgardo Hernandez, executive vice president and president of Lilly Manufacturing Operations. "We're hiring across the greater Houston area to help residents build careers close to home."
A Growing Life Sciences Cluster
The Houston groundbreaking follows Bristol Myers Squibb (搜索)'s August announcement that it would invest $2.3 billion to build a 600,000-square-foot manufacturing campus in Generation Park, a 4,300-acre master-planned development by McCord Development. McCord began laying the foundation to attract large-scale biotech and life sciences companies when it broke ground on Generation Park 13 years ago, and doubled down on life sciences education and workforce training after losing out on Amgen's $550 million biomanufacturing project in 2021.
Lilly's domestic network includes five active pharmaceutical ingredient sites among the ten locations announced since 2020: Richmond, Virginia; Huntsville, Alabama; Houston, Texas; and two locations in Lebanon, Indiana. The remaining projects include four facilities dedicated to injectable medicines and manufacturing devices in North Carolina, Wisconsin and Pennsylvania, plus an advanced therapies facility in Lebanon, Indiana, focused on genetic medicines.
