Mexico Launches 30-Day Fast-Track Approval for Strategic Pharmaceutical and Medical Device Investments

Mexico's federal government has unveiled a new fast-track investment approval mechanism that promises to authorize strategic projects within 30 days, a move with significant implications for pharmaceutical and medical device manufacturers seeking to expand operations in the country. The initiative, announced by Deputy Minister of Industry and Commerce Ximena Escobedo, establishes a Presidential Office for Investment Promotion designed to streamline regulatory procedures across key industrial sectors.
"It will work to accelerate investment procedures within a period of no more than 30 days and to advise and accompany companies along the entire path to make the resolution of their procedures much more efficient and faster," Escobedo said.
The expedited framework applies to projects located in welfare development hubs, the Interoceanic Corridor hubs, or initiatives backed by the Ministry of Economy (search). It also covers investments of at least MX$2 billion (approximately US$114.9 million) and projects tied to the strategic industries identified under Plan México, which explicitly includes pharmaceuticals, medical devices, chemicals, and biotechnology-related manufacturing.
Eligibility and Governance
A committee led by the Ministry of Economy (search) will determine which projects qualify for the accelerated program. The committee includes representatives from several federal ministries, including Finance, Energy, and Environment, as well as the Advisory Council for Regional Economic Development and Relocation (CADERR), which was formally established on May 28.
Even projects not accepted into the 30-day fast-track channel may still benefit from shorter processing times. Escobedo noted that investments included in the federal government's portfolio could receive necessary permits and authorizations in fewer than 90 days once all legal conditions have been satisfied. The initiative is designed to cut administrative delays, lower compliance costs, reduce red tape, and speed up job creation and economic value generation.
Regulatory Streamlining at COFEPRIS (search)
The announcement operationalizes a package of decrees signed on May 4 under an updated Plan México, which consolidated 132 foreign trade procedures into a single digital platform and cut resolution times at health regulator COFEPRIS (search). These measures directly target businesses that have delayed capital deployment, including pharmaceutical and medical device companies navigating Mexico's regulatory landscape.
President Claudia Sheinbaum indicated that the program's scope is expected to broaden over time. "It is going to keep getting shorter. The objective is to eliminate the corruption that can occur in some space, for everything to be digital and for the resolution of all procedures to be very fast so that they can begin their investment," she said.
Investment Climate and Economic Context
The regulatory push comes against a mixed investment backdrop. Mexico drew record foreign direct investment of US$40.87 billion in 2025, but gross fixed investment contracted 4.2% year over year in February 2026, marking 17 consecutive months of annual decline. GDP shrank 0.8% in the first quarter of 2026 amid US tariff uncertainty and the upcoming USMCA review.
At the same press conference, Minister of Economy Marcelo Ebrard announced that Mercado Libre (search) committed US$4.6 billion for 2026, its largest annual investment in Mexico, which will create 8,500 new jobs across logistics, operations, corporate business, and financial services.
NAFIN (search) Secures MX$10 Billion in Development Financing
Complementing the regulatory acceleration, Nacional Financiera (NAFIN (search)) completed a MX$10 billion (US$572.77 million) bond issuance in the domestic market to finance strategic national development initiatives aligned with Plan México. The three-year debt offering, structured with a floating interest rate, is intended to strengthen domestic productive capacity, deepen integration across value chains, and support employment generation in priority economic regions.
Investor demand reached 1.4 times the original target amount of MX$7.5 billion, enabling NAFIN (search) to increase the final size of the transaction. The bonds were priced at a spread of 23 basis points above the benchmark rate and received the highest national credit rating, AAA, from major rating agencies. Banorte, Scotiabank, Invex Casa de Bolsa, and Santander Casa de Bolsa served as lead bookrunners.
The proceeds will expand financing for micro, small and medium-sized enterprises (MSMEs), strengthen strategic supply chains, and support industrial development, infrastructure, and innovation projects. "This operation represents NAFIN (search)'s second issuance so far this year and is part of an institutional strategy aimed at diversifying funding sources, maintaining an active presence in the local debt market and expanding its capacity to support the country's strategic productive sectors," the development bank said in a statement.
For pharmaceutical and medical device companies, the combination of accelerated regulatory approvals and expanded development financing signals a concerted government effort to strengthen Mexico's position as a competitive manufacturing destination within North American supply chains.
