The analysis breaks down potential savings into $3.25 billion from avoiding lockdown-related mental health and wellbeing impacts, $1.33 billion in lockdown costs, $219 million from reduced mortality risk, and $15 million from eliminating overseas vaccine shipping costs.
Addressing Vaccine Sovereignty Gaps
The Melbourne facility, located in the Monash Technology Precinct, addresses critical vulnerabilities exposed during COVID-19 (search) when Australia found itself at the back of the global vaccine queue, reliant on foreign governments and global supply chains. The facility represents the first in the Southern Hemisphere capable of producing mRNA vaccines (search) end-to-end, with the ability to scale up quickly during emergencies.
"(It's) the only one of its kind in the southern hemisphere, and probably one of a handful of fully end-to-end integrated facilities anywhere in the world," said Michael Azrak, Moderna's Australia general manager.
The facility can scale up vaccine production to 100 million doses annually, providing sovereign manufacturing capabilities in a region with an almost two percent likelihood of a pandemic occurring each year over the next three decades, according to the company's projections.

The facility operates under a 10-year deal signed in 2021 with the former Morrison government and Victorian government, reportedly worth $2 billion. The agreement includes an "annual pandemic preparedness fee" to keep the site operational and ready for rapid scale-up, plus annual minimum vaccine purchases to ensure continuous operation.
"If Australia is looking for significant investments to bring such technologies onshore, then manufacturers need that certainty of an off-take into the future," Azrak explained. "We just can't economically bring, especially given the size of our population, such investments to bear and to continue to keep these sites 'warm'."
Regulatory and Political Challenges
The facility faces scrutiny from Australia's audit office, which reportedly plans to probe the Morrison government's deal with Moderna. Australian vaccine manufacturer CSL (search) had reportedly offered to manufacture vaccines domestically for less money, raising questions about the agreement's value.
Despite reports suggesting the deal allows Moderna's vaccines to bypass Pharmaceutical Benefits Advisory Committee assessment, Azrak clarified that all of the company's vaccines would continue to go through the committee's standard assessment process for safety and value evaluation.
Global Industry Headwinds
Moderna's Australian operations face broader industry challenges, including recent cuts to mRNA (search) vaccine research funding in the United States. US Health Secretary Robert F Kennedy Jr announced the withdrawal of $500 million in funding for mRNA vaccine development targeting flu and COVID-19 (search), claiming "mRNA technology poses more risks than benefits for these respiratory viruses" – a position disputed by medical authorities.
The company has also announced plans to slash 10 percent of its global workforce due to declining COVID-19 (search) vaccine sales.
