Dual Approval Framework for Herbal Medicines
NAFDAC (搜索) Director-General Prof. Mojisola Adeyeye outlined the agency's two-tiered approval system for herbal medicines (搜索). The first category, "listing approval," is granted after laboratory safety evaluation and remains valid for two years, with products marked by an "L" at the end of their NAFDAC number. The second category provides full approval valid for five years, which can only be issued after products undergo successful clinical trials proving their efficacy.
"If you have a herbal medicine that you cannot prove scientifically the extent to which it works and the level at which it is safe then it cannot be fully registered by NAFDAC (搜索)," Prof. Adeyeye stated. "We know herbal medicine works. What remains is to prove, through clinical trials, the level it can be used safely without causing harm to organs like the liver (搜索) and kidney (搜索)."
Clinical Trial Challenges and Solutions
The partnership addresses a critical bottleneck in herbal medicine development: the high cost of clinical trials. Prof. Adeyeye identified this as the major obstacle preventing herbal medicine producers from conducting the necessary studies for full registration. "Thousands of herbal medicines (搜索) have been listed by NAFDAC (搜索), but only a few have gone through clinical trial outcomes. We cannot grant five-year approval without efficacy data," she explained.
To address this challenge, NAFDAC (搜索) and NNMDA (搜索) are working together to select listed herbal medicines (搜索) for clinical trials. "We are working together with the NNMDA to use some selected listed herbal medicines to conduct clinical trials so that we will prove beyond doubt that the medicine works well. Such medicines can then be fully registered and included in a national formulary for herbal medicines," Prof. Adeyeye stated.
Supporting Traditional Practitioners
The agency has intensified its engagement with herbal practitioners through stakeholder meetings and has published simplified guidelines on its website to help establish Good Manufacturing Practice (GMP)-compliant facilities. "It doesn't have to be a big place, but it must be well-ordered to prevent contamination," Prof. Adeyeye emphasized.
Before the COVID-19 pandemic, NAFDAC (搜索) established the Herbal Medicine Products Committee, bringing together the Ministry of Health, researchers, and traditional practitioners to bridge the gap between indigenous knowledge and modern science.
