The program is operated by Addiction Response Resources (search), a nonprofit that launched a similar syringe redemption initiative in Boston in 2020, under an $11.1 million contract that extends through the end of next year. It was initially approved as a pilot through legislation backed by progressive City Council members in 2022 and officially commenced operations in March 2025.
Program Scope and Early Results
The city currently operates eight redemption sites — five in the Bronx and one each in Brooklyn, Manhattan, and Queens — where enrolled participants can drop off used needles during scheduled collection hours. There are no current plans to expand the program geographically.

Sanitation Department data indicates a notable decline in worker-collected discarded needles: employees have retrieved 26,229 needles so far this year, compared with 64,560 during the same period in 2025 — a reduction of nearly 60%. The Sanitation Department maintains it is devoting the same resources to needle removal in parks and other public places as it did before the program launched.
Funding Source and Criticism
The program is financed through more than $189 million in settlement funds the city secured from major opioid manufacturers and distributors. This funding mechanism has drawn sharp criticism from some elected officials.
Queens Republican Councilwoman Joann Ariola argued the settlement money "should all be going toward addiction treatment services — not for paying users to turn in their needles for cash." She added that the program "is putting money in the pockets of addicts, so they can continue to fuel their habits, rather than helping them break free of their disease."
Bronx Democratic Councilman Oswald Feliz, whose district hosts two drop-off sites in Fordham Heights and Tremont, acknowledged the cleanup benefits while voicing caution. "Too often, used syringes end up in front of schools and children's parks, and this is an issue that should be treated with the seriousness it deserves," Feliz said. "We should not recklessly create conditions that can threaten the safety of vulnerable communities."
Participant Perspectives and Official Defense
Some participants view the program as a source of supplemental income. Tamia Wright, 43, described the program as "definitely a side hustle" after returning used needles at Walter Gladwin Park in the Bronx, adding she planned to spend the earnings on "weed... and cigarettes."
Health Department spokesperson Rachel Vick defended the initiative, stating that "everyone deserves to live in a community free of syringe litter" in public spaces. "The city's syringe redemption program allows New Yorkers in neighborhoods where we see the most complaints to help keep their communities clean, while safely disposing of medical waste and connecting people in need to nearby care," Vick said. "We look forward to continuing this important work in the years to come."
The Health Department emphasizes that improperly discarded syringes pose risks of needlestick injuries and disease transmission, and urges residents to safely dispose of sharps or report syringe litter through the city's 311 system.
