Activation Capital Expands Virginia Bio+Tech Center, Doubling Wet Lab Capacity to Accelerate Life Sciences Commercialization

Activation Capital (搜索), the operating name of the Virginia Biotechnology Research Partnership Authority (搜索), announced on July 23, 2026, an expansion of its Bio+Tech Center in downtown Richmond's VA Biotechnology Research Park. The project will add approximately 10,535 square feet of upgraded space, featuring 13 new wet laboratories and a clean room, more than doubling the center's current laboratory capacity.
The Bio+Tech Center, originally completed in the fall of 1995 and currently spanning roughly 25,000 square feet, serves as a life sciences incubator providing flexible laboratory space, shared resources, and proximity to mentors, operators, and research partners. The expansion will be built out within space made available by Virginia Commonwealth University (VCU) in Bio+Tech One through a lease agreement.
"This strategic expansion reflects our responsibility to be thoughtful stewards of public investment while continuing to meet the evolving needs of Virginia's innovation community," said Michael Steele, president and chief executive officer of Activation Capital (搜索). "By renovating existing infrastructure and pairing expanded laboratory capacity with modernized workspace, we are creating a highly functional environment that supports company formation, applied research, and commercialization without overextending resources."
Addressing Persistent Demand and Cash Constraints
Steele noted that part of the motivation for the expansion was repeatedly encountering "backlog situations" for laboratory space. The additional pre-built work areas are designed to help early-stage companies "preserve their cash runway" by eliminating the need to fund and construct their own facilities. While no companies have yet signed on to occupy the future square footage, Activation Capital (搜索) anticipates that its growing continuum of entrepreneurship programs—including Basecamp, Pathfinder, Frontier BioHealth, and Pioneer Connect—will create a natural pipeline of demand.
Funding and Timeline
The project is funded through multiple sources, including the Commonwealth of Virginia, grant funding from the U.S. Economic Development Administration, grant funding from the National Institute of Standards and Technology (NIST), and rental income. Construction officially began on July 6 with prep and safety work, and build-out will commence once current demolition is completed. The expansion is expected to be completed by mid-2027, and the center will remain open during construction.
Workspace Modernization
In parallel with the laboratory expansion, Activation Capital (搜索) is investing in upgrades to its existing first-floor space. These enhancements include redesigned coworking areas, seven dedicated office pods for incubator companies, upgraded conference room technology, private phone booths, modernized furnishings, and improved event and meeting infrastructure.
Bridging Research and Commercialization
Steele emphasized the center's focus on commercialization, describing research as "a means to an end." He stated: "If you spend dollars on research, but it never gets commercialized and turned into products that save or extend people's lives, what's kind of the point, right?"
P. Srirama Rao, Ph.D., vice president for research and innovation at VCU, underscored the collaborative significance of the project. "By building on existing assets and deepening collaboration, Activation Capital (搜索) and VCU are creating an environment where research, entrepreneurship and commercialization can continue to thrive together," Rao said. "Laboratory incubators serve as an essential bridge between research breakthroughs and commercialized products, transforming scientific discovery into tangible societal impact. It's partnerships like these that will further propel VCU's research growth and continue to position the university as a leader in the commonwealth for tech transfer."
