Killed-Virus Vaccine Confirmed by Officials
A Department of Agriculture, Fisheries and Forestry spokesperson told AFP that the jab used to inoculate the little penguins is the "Zoetis H5N2-subtype killed virus vaccine." The spokesperson said in a September 4 email that "a killed virus vaccine contains no live virus. Instead, it contains a whole but inactivated virus that cannot cause disease but can still stimulate an immune response."
Australian Chief Veterinary Officer Beth Cookson likewise confirmed to AAP FactCheck that "the vaccine being used for targeted emergency vaccination of eligible non-poultry species is the Zoetis H5N2-subtype killed-virus vaccine (搜索). It is not an mRNA vaccine." A government permit for the vaccine and documentation from the Australian Pesticides and Veterinary Medicines Authority (搜索) both identify the product as a killed-virus vaccine.
Julie Old, a wildlife disease expert at Western Sydney University, also confirmed the vaccine is not mRNA-based, describing it as "a killed viral vaccine (also called an inactivated viral vaccine)." According to the Melbourne Vaccine Education Centre, inactivated vaccines use a dead version of a virus strain to elicit an immune response but cannot cause disease or replicate.
Trial Data in Penguins
Victoria state's chief biodiversity officer James Todd told AFP on August 28 that based on trials conducted in little penguins earlier this year, the vaccine "was shown to create an immune response in vaccinated animals and no observable adverse impacts." He added that staff handling and treating the penguins operated with appropriate personal protective equipment, and that staff health and animal welfare were a "high priority."

Australia reported its first case of the H5N1 strain in June 2026 in a migratory seabird found in Western Australia. By late July, authorities confirmed the virus had begun spreading locally among wild birds. As of September 4, Australia has confirmed 484 positive events of H5 in wildlife, with most cases recorded in South Australia and Victoria. Government data cited by AAP FactCheck recorded 341 confirmed cases in little penguins, seabirds and fur seals as of August 26. Before the June detection, Australia had for years been the only continental landmass free of the H5 strain, which has caused severe disease and high death rates in poultry and wildlife worldwide.
mRNA Misinformation Resurfaces
The false claims circulated after the August 11 federal government announcement that a vaccine rollout would begin in vulnerable native bird populations. One August 27 post from a Melbourne-based Facebook user claimed, "They are injecting active mRNA into penguins in Australia," and referred to the birds as "GMO Fairy Penguins." Another August 16 post asserted that "the H5 Bird Flu vaccine is mRna, genetic therapy."
Vaccine scientist Mohammed Alsharifi of Adelaide University told AFP there is "no scientific data" to support claims that mRNA vaccines are inherently harmful. Explaining the mechanism, he said that if a small segment with a structure similar to messenger RNA is introduced, "they will be translated by host cells to produce the required protein and consequently inducing an immune response." He added: "They should not stay forever as the system will clear them, but we will have immunity. That's how the vaccine should work."
Helen Petousis-Harris, a vaccinologist at the University of Auckland, has previously described the notion that an mRNA vaccine can manipulate a recipient's genome as a "biological impossibility," noting that "our genes are contained in the nucleus of our cells and RNA has no access to this area." AAP FactCheck has separately debunked claims that mRNA vaccines constitute gene therapy, noting that mRNA never enters the cell nucleus and cannot alter DNA.
Alsharifi acknowledged that misconceptions about mRNA technology persist, particularly among those opposed to vaccination, but noted that the Pfizer and Moderna Covid vaccines built on the platform were a "very effective measure to control the severity of Covid infection." He urged the public to rely on scientific data and to "have the best and safest vaccine, supported by scientific data."
