Canada to Build $267-Million Medical Countermeasures Lab in Winnipeg to Bolster Pandemic Preparedness

Experts caution that sustained, decades-long funding for human talent and research—not just a new building—will determine whether the lab succeeds.
The federal government will build a $267-million medical countermeasures laboratory in Winnipeg, with the goal of preparing Canada for future pandemics or outbreaks. Expected to open in 2033, the national site will help the country develop vaccines, therapeutics and diagnostic tools, Winnipeg Liberal MP Terry Duguid said.
"This is a big deal for our city and for our province, a big deal for life sciences in Canada," Duguid told reporters. "This facility is going to help protect the nation and help protect the world."
The site will be located next to the National Microbiology Laboratory (搜索)'s (NML) Canadian Science Centre for Human and Animal Health on Arlington Street, just north of William Avenue. Ottawa said the project draws on lessons learned during the COVID-19 (搜索) pandemic.
A Long-Term Infrastructure Investment
A $10.2-million architectural and engineering services contract was awarded to Winnipeg's Architecture49 Inc. (搜索) Duguid, who represents Winnipeg South, described it as the first step toward building the facility, which will have high-containment laboratories.
A request for proposals, which closed in December, said the building will be about 140,000 square feet. Design work is expected to be completed by 2029, with construction expected to begin in 2030. Duguid noted that such labs take a long time to design and build because they are "very technically complex," pointing out that the microbiology lab's Arlington facility opened 10 years after a location was selected.
He said hundreds of people will work on the design and construction phases, with the lab itself supporting highly skilled scientific and technical careers for decades. It is too early to say how many people will work at the facility, Health Canada spokesman Mark Johnson said.
Bridging a Critical Gap in Countermeasure Development
Dr. Keith Fowke, department head and professor of medical microbiology and infectious diseases at the University of Manitoba's Max Rady College of Medicine, said the new lab will produce experimental vaccines and therapeutics against pathogens that have the potential to cause pandemics. High-quality test vaccines and therapeutics will undergo further testing, which closes the existing gap in Canada, he said.
"Then you narrow down which of your products are the most effective in the testing phase, and then you can go ahead with the single product and engage a larger-scale manufacturer," said Fowke, who was recently appointed scientific director of the Canadian Institutes of Health Research's Institute of Infection and Immunity.
Federal scientists, the private sector and universities will collaborate at the lab, which will be blocks away from Manitoba's largest hospital. "The facility needs to be fed products to develop. While the NML may be able to develop some… clearly, industry throughout Canada as well as academia is going to need to feed that pipeline," Fowke said. "I think this is a fantastic opportunity for industry and academia across Canada to be able to develop products and get them to a point where they can be tested at the highest level."
Winnipeg's Established Expertise in Infectious Disease
The NML has deep roots in infectious disease research. NML employees in Winnipeg developed the world's first Ebola vaccine in 2002, and were involved in Canada's response to SARS (搜索), H1N1 (搜索) and COVID-19 (搜索). This week, Health Canada authorized the first Canadian clinical trial of a next-generation mRNA vaccine targeting the Bundibugyo strain of Ebola (搜索). The Arlington facility, which opened in 1999, is Canada's highest-security virology facility.
The announcement was welcomed by Bioscience Association Manitoba, which represents more than 200 companies in a sector that generates almost $10 billion annually in the province. "The size of the (federal) investment and the scope of the work is fantastic," president and CEO Andrea Ladouceur said. "Manitoba is a medical countermeasure hub of Canada."
The microbiology lab is key to Manitoba's bioscience sector, which provides more than 14,000 direct and indirect jobs, she said. Ladouceur noted that medicine is Manitoba's leading export, representing 18 to 20 per cent of Canada's overall exports.
Officials also announced Celia Lourenco is the new vice-president and head of the microbiology lab in Winnipeg as of July 20, the first woman to hold the role. Lourenco was recently the associate assistant deputy minister for Health Canada's health products and food branch.
Experts Caution: Talent and Sustained Funding Are Key
While the lab aims to bridge a critical gap in testing early-stage vaccines, therapeutics and diagnostic tools, health researchers caution that a brand-new building will accomplish little without sustained, decades-long investments in human talent.
"It's one thing to have a building, but it's another thing to have the human resources that will make it a world-class centre," said Dr. Joanne Liu, a physician and professor at McGill University's School of Population and Global Health, and former international president of Médecins Sans Frontières.
Gary Kobinger, a former NML scientist who led the team that co-developed the world's first successful Ebola vaccine and now directs the Level 4 Galveston National Laboratory at the University of Texas, said health officials have been discussing expanding Canada's capacity for at least a decade. "Like anything else, better late than never," he said. "It's good news that they are moving."
What matters most for the project, according to Kobinger, is stability in the longer term. "The important move is committing to that activity. If you build a $300-million building, hopefully you are also planning to inject funding to advance those products over the following 10 years."
Liu emphasized that investing in pandemic research can be politically popular during a pandemic, but the key moments are when there isn't an immediate health threat. "You have to have the vision of investing from beginning to end on a virus and the countermeasures necessary for it, and then carry on for several years — even during the quiet times when it's off everybody's radar," Liu said.
Of particular concern to Liu are cuts made to staff at the NML just last year. "We have lost a lot of talent," Liu said, positing that those cuts could affect the NML's ability to bring in the world-class researchers it would need to have relevance. "If you want to re-attract talent, you need to not only promise a building, but promise funding to get a team to do the research, pay the salaries of the people doing the work, and fund the research itself. We're talking about millions and millions of dollars."
In a statement, the Public Health Agency of Canada (PHAC) said that it "re-prioritized and streamlined some programs, and in some cases discontinued" work as part of a post-pandemic recalibration. The NML has ongoing funding to strengthen medical countermeasures capacity in Canada, and specifically to expand pre-clinical research, the agency wrote, adding that it has a "robust talent pipeline."
Governance and Commercialization Risks
Kobinger warned of a "huge risk" if the countermeasures lab is run entirely by the government, given the potential for red tape or funding challenges. He invoked Canada's handling of the Ebola vaccine as a cautionary tale. While scientists at the NML successfully developed the life-saving vaccine in the 2000s, it happened amidst a culture of cutbacks, and as federal officials struggled with technology transfer and commercialization. Canada ultimately licensed the rights to a small U.S. company, which was later acquired by pharmaceutical giant Merck (搜索) to handle mass manufacturing and global distribution.
Kobinger also pointed to the Biologics Manufacturing Centre (BMC) — a $130-million vaccine facility built in Montreal during the COVID-19 (搜索) pandemic — as a recent example of operational delay. As of 2024, the plant still had not produced any shots. Operations were transferred to a not-for-profit entity in 2023, but the National Research Council confirmed that it still provides $17 million each year to keep it running.
PHAC defended its record, pointing to $2.5 billion in federal investments since 2018 aimed at rebuilding Canada's life sciences sector. The agency noted that commercial hand-offs do not rest on public health officials alone, pointing to a new federal agency, Health Emergency Readiness Canada, specifically tasked with bridging research and development with private industry.
But for Kobinger, adding new agencies and building labs will mean little if Ottawa repeats past mistakes with patents and paperwork. "A lot of this project will depend on the vision of the person leading it and how they make it work within government," he said.
The federal and provincial governments recently announced a combined $73.8 million for two biological research facilities at the University of Manitoba to help develop and test vaccines. The facilities will contribute to the new PRAIRIE Hub on Pandemic Preparedness, which includes universities in Alberta and Saskatchewan.
"The COVID-19 (搜索) pandemic reminded us of a fundamental truth: that the strength of our response at a time of crisis is determined by the choices we make before it arrives," provincial Innovation and New Technology Minister Mike Moroz said.
