"With this new approach, developers will receive clear input on the design of clinical trials to generate adequate evidence, and guidance on how these trials should be conducted according to both regulatory and ethical standards," said Marco Cavaleri, ETF co-chair and Head of EMA's Department of Public Health Threats. "This system enables input on science and ethics at the same time, with the overall aim of speeding up medicines development and approval."
The initiative represents a fundamental shift in how regulatory agencies approach emergency preparedness, integrating multiple layers of oversight into a single, coordinated process. A key element of the initiative is the involvement of ethics experts through the newly established Public Health Emergencies Ethics Advisory Group, created under the Accelerating Clinical Trials in the EU (ACT EU) initiative in collaboration with MedEthicsEU (搜索). This group will provide guidance on ethical considerations in trial design, further strengthening the alignment between scientific and ethical standards.
Expanded Scope and Strategic Focus
The Emergency Task Force (搜索) (ETF), which serves as an advisory and support body handling regulatory activities in preparation for and during public health emergencies, has expanded its remit to include antimicrobial resistance (搜索) as a priority area as of March 2025. ETF scientific advice now covers selected areas related to AMR, including bacterial vaccines, tuberculosis (搜索), and treatments impacting infections due to multi-drug-resistant pathogens (搜索).
The framework covers products addressing pathogens and threats identified within the ETF's remit, providing scientific advice and regulatory guidance to support the development of medicines and vaccines for preparedness and use during outbreaks and emergencies.
Broader ACT EU Initiative
Several aspects concerning the authorization of clinical trials during emergencies are being addressed under the broader ACT EU framework, including regulatory and technical flexibilities to facilitate trial assessment and authorization, and a preliminary analysis of the benefits of a European central ethics committee during public health emergencies.
