England Launches One-Off MenB Vaccination Programme for Students Ahead of 2026 Academic Year

The initiative follows a rise in MenB activity, including the largest recorded UK outbreak in Kent, with 313 confirmed cases in England during 2024–2025 accounting for 83% of invasive meningococcal disease.
First-year students face substantially higher risk due to close contact in shared accommodation, and the programme aims to provide direct protection before the autumn disease peak.
Thousands of young people in England will be offered a two-dose meningococcal B (搜索) (MenB) vaccination ahead of the 2026 academic year, as part of a one-off programme designed to reduce the risk of serious disease among students entering higher and residential further education. The initiative, announced by the UK government, follows a concerning rise in MenB activity, including an outbreak in Kent earlier this year that health officials have described as the largest and fastest-growing recorded in the UK.
The programme will be available to individuals completing Year 13 in summer 2026, as well as those aged under 25 years who are starting university or moving into residential further education settings for the first time in autumn 2026. Eligible individuals will receive two vaccine doses at least four weeks apart, with vaccinations expected to begin from the end of July.
Rising disease burden drives targeted intervention
UK Health Security Agency (搜索) (UKHSA) data indicate that 313 confirmed MenB cases were reported in England during 2024–2025, accounting for approximately 83% of all invasive meningococcal disease cases. Health officials highlighted that first-year students face a substantially higher risk of invasive MenB disease than their non-student peers, owing to close and prolonged contact in shared accommodation and social settings. Cases of invasive meningococcal disease also typically peak during October and November.
Deputy Chief Medical Officer Thomas Waite commented: "There has been an increase in clusters of disease this year and so this one-off programme is designed to provide direct protection to those at highest immediate risk."
MenB disease can cause severe complications, including amputations, hearing loss and neurological damage, and is associated with mortality rates of up to 10%.
Vaccine effectiveness and existing immunisation landscape
The MenB vaccine, GSK's Bexsero, has been available through the NHS for all infants since 2015 and protects against most MenB strains. Evidence from the UK programme suggests it has reduced MenB disease by around 75% among eligible vaccinated groups. However, a sizeable population of children aged 11 or more and young adults remain unvaccinated, unless their parents paid for the vaccine privately, typically at a cost of £200 or more for a full course.
Extending immunisation to older young people has not previously been deemed cost-effective by regulatory authorities, in part because the vaccine does not stop transmission but reduces the risk of severe symptoms. Dr David Elliman, honorary associate professor in child health at UCL GOSH Institute of Child Health, noted that not all MenB strains are prevented by the vaccine and protection does not last as long as the shots used for meningitis A, C, W and Y (MenACWY). "All these factors mean that, although the vaccine has been very useful, the benefits from the MenB vaccine are perhaps less than those from the MenACWY vaccines, overall," he suggested.
Calls for broader vaccination policy
In light of the Kent outbreak, which killed two young people and left nearly a dozen others hospitalised, charity Meningitis NOW (搜索) has launched a new campaign, No Plan B for MenB, to address what it describes as "rising concern" about unvaccinated young people born before 2015. The organisation is calling for the vaccine to be given to all those at most risk of disease, the introduction of a MenB booster programme to protect adolescents from 2030, and improved access to vaccination.
"We believe the MenB vaccine should be offered to teenagers and young people," the organisation said in a statement. "It is vital that we protect this at-risk age group. There is no other way to prevent MenB disease – we must vaccinate young people to protect them."
The UKHSA's investigations into the Kent outbreak focused on people who attended a Club Chemistry educational programme in Canterbury from 5th to 7th March. Dr Gayatri Amirthalingam, deputy director of immunisation and vaccine-preventable diseases at UKHSA, defended the speed of the public health response, stating that detailed follow-up information was gathered "very rapidly over the weekend to be able to give that information out and identify the links within 24 hours."
Ongoing epidemiological assessment
The Joint Committee on Vaccination and Immunisation (JCVI) is continuing to assess whether broader changes in MenB epidemiology warrant longer-term vaccination recommendations. In the meantime, public health authorities said the targeted one-off programme is intended to provide protection for those considered at highest immediate risk ahead of the autumn peak in disease incidence.
