France Confirms First Ebola Case Outside Africa in DRC Bundibugyo Outbreak as UN Warns of Unprecedented Spread

A patient in France has tested positive for Ebola (搜索) after returning from a humanitarian mission in the Democratic Republic of the Congo (DRC), the French Health Ministry confirmed on Wednesday. The case represents the first to test positive outside of Africa amid the second large Ebola outbreak on record in DRC, which is driven by the rare Bundibugyo strain of the virus — a strain for which no vaccine or specific treatment currently exists.
The patient, a humanitarian doctor who has not been publicly identified, was "immediately admitted to a specialized facility" upon return to France and is in stable condition, according to the Health Ministry.
"All precautionary measures – specifically patient isolation – were implemented immediately upon arrival in the country, including a secure hospital transfer to prevent any risk of transmission," the ministry said in a statement. "A thorough epidemiological investigation is underway to identify individuals who may have been in contact with the patient."
French health officials emphasized that the country has specialized capabilities for managing highly transmissible infectious diseases. "Patients are treated in a designated healthcare facility, following strict biosafety protocols (negative pressure room, dedicated equipment and protocols). Health authorities are fully mobilized and the situation is being continuously monitored," the ministry stated.
Any individuals identified as contacts will undergo a 21-day period of home isolation with close monitoring by health authorities. The European Centre for Disease Prevention and Control (搜索) (ECDC) assessed the risk of Ebola (搜索) infection as "very low for the general European population" and "low" for European residents and travelers to areas of active transmission.
Outbreak Reaches Unprecedented Pace in DRC
The case in France comes as United Nations officials warned that the outbreak in DRC is spreading at an unprecedented pace. As of Monday, there were 1,048 confirmed cases and 267 deaths, making it the largest number of confirmed Ebola (搜索) cases recorded during the first month of an outbreak in Africa, according to Dr. Abdirahman Mahamud, director of health and emergency alert and response operations at the World Health Organization.
Mahamud noted that it took just 37 days for the current outbreak to reach 250 deaths, compared to 78 days during the 2014–2016 West Africa outbreaks and 130 days during the 2018–2019 DRC outbreak.
A recent Centers for Disease Control and Prevention (搜索) analysis found that the first human infection case may have occurred as far back as mid-February, indicating the outbreak could have been spreading undetected for weeks, if not months, before health officials identified its presence.
At least 277 people in DRC and two in Uganda have died in the outbreak, according to the latest WHO data, with more than 1,000 cases confirmed in DRC.
Response Scale-Up and Challenges
WHO officials acknowledged that the "outbreak is continuing to outpace the response" inside DRC, though some signs of progress have emerged. The number of available treatment beds has risen significantly in the last two weeks, "going from a handful to over 500 beds across 19 health zones," Mahamud said.
Laboratory capacity has also expanded dramatically, from 30 tests per day in Kinshasa at the start of the outbreak to more than 2,000 tests per day through eight labs across the three provinces at the center of the outbreak.
However, contact tracing continues to lag. "The challenge with Ebola (搜索) is that even 99.9% is not good enough. We have to keep pushing to the very end to get all new cases emerging from known contact lists, which is the most important criteria for success of an Ebola response," said Dr. Chikwe Ihekweazu, head of the WHO Hub for Pandemic and Epidemic Intelligence.
Paolo Cravero, senior officer of communications and media relations at the International Federation of the Red Cross and Red Crescent Societies, highlighted that "a lack of trust in the response" among affected communities remains a significant barrier. "Rumor and misinformation are creating some difficulties," he said.
Antiviral Trials and Prior International Evacuation
Trials for two antiviral therapies are expected to begin next week, officials said. The therapies will be offered to people with confirmed cases to test whether they are safe and effective at treating the Bundibugyo virus (搜索), either alone or in combination.
Earlier this year, European authorities handled another Ebola (搜索) case when American doctor Peter Stafford contracted the disease while working in DRC. Stafford was evacuated and underwent treatment in Germany before being released from the hospital and returning to the United States earlier in June.
WHO Director-General Tedros Adhanom Ghebreyesus emphasized that the international risk remains low and cautioned against overreaction. "Whenever a case happens in Europe or other parts of the world outside Africa, I see overreaction, but I don't think overreaction is needed," he said, noting that fewer than 30 Ebola (搜索) cases have been reported outside of Africa since the first outbreak approximately a half-century ago. "No need for panic," Tedros said.
