Hong Kong Establishes First PIC/S GMP-Certified Stem Cell Manufacturing Facility, Advancing Cell and Gene Therapy Ecosystem

Hong Kong Science and Technology Parks Corporation (搜索) (HKSTP) hosted the Cell and Gene Therapy (CGT) Showcase 2026 at Hong Kong Science Park, where government officials and industry leaders reaffirmed their long-term commitment to advancing cell and gene therapy through improved policy alignment and manufacturing standards. The event drew more than 200 representatives from healthcare, academia, investment, and regulatory sectors.
At the center of the showcase was the announcement that HKSTP partner company Hong Kong Regen Medtech Limited (搜索) (HKRM) has become the first facility in Hong Kong to receive PIC/S GMP (Pharmaceutical Inspection Co-operation Scheme / Good Manufacturing Practice) recognition from the Pharmacy and Poisons Board of Hong Kong for allogeneic mesenchymal stem cell manufacturing. The plant, which opened in May, can produce advanced therapeutic products for clinical trials.
"The establishment of Hong Kong's first stem cell production facility certified to PIC/S GMP standards at Hong Kong Science Park marks a significant milestone for the city's life and health tech ecosystem," said Terry Wong, CEO of HKSTP. "This certification signifies not only that production has met the highest international safety standards, but also that patients and their families can choose locally manufactured cell therapy products with confidence and complete trust."
Stanley Sy, HKRM Co-founder and CEO, emphasized that the certification "signifies that Hong Kong now has the critical infrastructure needed to further support the clinical translation of advanced cell therapies," adding that a stringent, internationally recognized manufacturing quality system helps ensure product consistency and traceability while strengthening confidence among medical and regulatory authorities.
Hong Kong's Competitive Position in CGT
Terry Wong highlighted Hong Kong's "uniquely advantageous position" to drive CGT development, citing the country's 15th Five-Year Plan (2026–30), which has placed biomedicine among emerging pillar industries for future growth. He pointed to Hong Kong's world-class regulatory standards, robust intellectual property protections, free trade policies, and its position as a direct gateway to the Chinese mainland market.
Andy Wong Wai-cheuk, head of Innovation & Technology and Life & Health Sciences at Invest Hong Kong (搜索), stated that "Hong Kong is definitely an ideal platform for CGT development," attributing this to globally top-tier universities leading in life sciences and medicine basic research, cutting-edge technology transfer facilities, substantial government incentives for commercialization, and a business-friendly climate reinforced by the city's status as an international financial center.
He added that a "one-stop" regulatory and administrative framework is under development to support faster approvals for new drugs and medical devices. In March, Hong Kong's health authorities began phasing in a primary evaluation pathway for new drug registration, initially covering applications for expanded uses of already-registered drug products. Broader plans include establishing the Hong Kong Centre for Medical Products Regulation and achieving full primary evaluation capability by 2030.
Clinical Translation and Patient Impact
The event featured firsthand accounts from patients and physicians. A mother identified as Jessica recounted receiving in utero maternal haemopoietic stem cell transfusion treatment led by a research team at the Chinese University of Hong Kong (CUHK) four years ago, after learning during pregnancy that her fetus had alpha-thalassemia major (搜索). She had previously been pregnant with an alpha-thalassemia major fetus a decade earlier but was unable to continue the pregnancy due to insufficient treatment options at the time.
"A decade on, I found myself confronting the same diagnosis once more. I had already lost hope and thought I could not carry the pregnancy to term," Jessica said. "But when I learned that a new CGT treatment was available, I decided to give it a try." She gave birth safely, and her child successfully received a stem cell transplant at two years old.
Professor Leung Tak Yeung's team at CUHK is studying treatment for fetuses with severe alpha-thalassemia by processing the mother's stem cells through Mononuclear Therapeutics (搜索) (MonoTx) and infusing them into the fetus, investigating whether the fetus can develop immune tolerance to the mother's stem cells and thereby improve clinical outcomes.
MonoTx operates Hong Kong's first AABB-accredited public cord blood bank and haematopoietic stem cell apheresis facility at Hong Kong Science Park, with more than 2,000 cord blood units in storage. Dr. Wendy Cheng, Chief Operating Officer of MonoTx, joined the CUHK researchers to share findings and patient cases.
Professor Ronald Wang's team at CUHK is investigating cord blood for treating neonatal brain injury (搜索), with preliminary findings suggesting that cord blood infusion within 48 hours of birth may help repair brain injury and improve developmental outcomes.
A Growing Innovation Ecosystem
Hong Kong Science Park now houses over 360 life and health technology companies, with the number of CGT enterprises continuing to grow across frontier fields including stem cells, gene editing, personalized cancer vaccines, and CAR-T immunotherapy, addressing diseases such as cancer, heart failure, and neurodegenerative disorders.
Senior executives from over 10 technology firms specializing in advanced CGT detailed their clinical work and strategic outlook across three showcase sessions covering gene therapy and emerging platforms, stem cell therapy, and CAR-T and immunotherapy.
Terry Wong expressed hope that CGT would be designated as a priority in Hong Kong's first five-year plan and reaffirmed the park's commitment to accelerating advanced therapy through better manufacturing quality, greater alignment with global regulatory standards, and more efficient translation of research outcomes into clinical applications.
