The biotechnology sector has emerged as a cornerstone of this growth, supported by advances in diagnostics, precision medicine, biopharmaceuticals, and genomic technologies. India (搜索) has increasingly developed home-grown solutions for major health challenges, strengthening its position as a global centre for biotechnology innovation while expanding access to advanced healthcare technologies.
BioPharma SHAKTI: A $1.2 Billion Commitment to Next-Generation Biopharmaceuticals
One of the most significant recent policy developments has been the introduction of the BioPharma SHAKTI programme, backed by an initial investment of $1.2 billion (Rs. 10,000 crore). The initiative aims to develop India (搜索)'s capacity to produce next-generation biopharmaceuticals and build infrastructure for conducting clinical research within the country.
The programme is complemented by the RDI Fund, which provides support for developing innovative deep-tech technologies across multiple sectors, including biotechnology. The BioE3 Policy represents a critical strategic framework aimed at promoting sustainable biomanufacturing, developing climate-resilient solutions, and driving job creation. The policy is designed to enhance India (搜索)'s position in emerging technologies such as precision biotherapeutics and bio-based industrial products.
The Department of Biotechnology (搜索) (DBT), established in 1986, serves as the key organisation responsible for scientific research and innovation in the sector, while the Biotechnology Industry Research Assistance Council (BIRAC (搜索)) supports start-ups through financial assistance for incubation and commercialization.
A Thriving Startup Ecosystem and Regional Clusters
India (搜索) now hosts over 11,855 biotech startups operating across therapeutics, diagnostics, agritech, biocatalysts and enzymes, industrial applications, and digital life sciences. The bioeconomy is structured across four major segments: BioIndustrial (46%), BioPharma (33%), BioServices (13%), and BioAgriculture (8%).
The industry is driven by geographically distributed biotechnology clusters that combine research, production, and innovation capabilities. Genome Valley in Hyderabad stands as a leading biopharmaceutical hub, with the Telangana government targeting investments of approximately $10.76 billion and the creation of nearly 500,000 jobs by 2030. The Mumbai–Pune corridor contributes 25–30% of pharmaceutical output and hosts a significant share of R&D centres. Bengaluru houses more than 1,300 biotech firms supported by strong IT-biotech convergence, while the Ahmedabad–Vadodara cluster includes over 100 bulk drug producers and more than 400 manufacturing units.
Genomics and Precision Medicine Infrastructure
The Genome India (搜索) project has made remarkable progress in the field of genomics, having sequenced approximately 10,000 genomes. This milestone is helping establish infrastructure for precision healthcare systems in India, laying the groundwork for advances in personalized medicine.

Union Minister Dr. Jitendra Singh Rana stated that "biotechnology will form a key part of India (搜索)'s development strategy, connecting innovation to economic growth and sustainability." With a strong scientific base, government fiscal support, and expanding manufacturing capacity, India is well positioned for sustained growth. The synergy between biotechnology and information technology is expected to drive further demand, while efficient commercialization will be crucial for successfully bringing innovations to market.
