Health systems in Canada and the United States are marking the 25th annual International Overdose (搜索) Awareness Day on August 31 with expanded naloxone distribution, harm reduction outreach and renewed calls to reduce the stigma that keeps people with substance use disorders from seeking care.
This year's theme, "25 Years On. Still Needed.," reminds communities that overdose (搜索) continues to affect populations across regions and that preventing overdose deaths requires compassion, awareness and evidence-based action, according to Vancouver Coastal Health (VCH).
Declining Death Rates, Falling Diagnoses in British Columbia
VCH reports that since 2021, the death rate among people aged 19 to 59 has declined significantly in its region, while reports of newly diagnosed opioid use disorder (搜索) decreased by 37 per cent between 2017 and 2024.
The health authority attributes its approach to evolving evidence, including population health data and overdose (搜索)-risk metrics, used to tailor overdose prevention services to the unique needs of communities across the region. Working with the Province of British Columbia through the Road to Recovery initiative, VCH provides a continuum of care that includes harm reduction, free naloxone kits and overdose response training, along with overdose prevention, treatment and recovery services.
VCH describes overdose (搜索) prevention services as a critical point of connection to care, helping people access the supports they need when and where they need them. The authority emphasizes that addiction is not a choice but a treatable medical condition, and that many people living with substance use disorders continue to face stigma that can create barriers to seeking support and increase the risk of using substances alone. The unregulated drug supply, VCH notes, continues to change rapidly, making solitary use increasingly dangerous.
Veterans and Prescription Pathways to Substance Use Disorder
At the Durham VA Health Care System (搜索), providers are focusing on a less visible pathway to substance use disorder (搜索): medications prescribed for legitimate medical purposes.
"There's a stigma that goes with addiction, and that often prevents someone who is struggling from getting the help they need," said Melvania Williams, a Physician Assistant and Durham VA's Pain Management, Opioid Safety, and Prescription Drug Monitoring Program Manager. "International Overdose (搜索) Awareness Day allows us to reach effectively those suffering in silence."
Williams noted that not all people with substance use disorder (搜索) obtain drugs from a dealer. "A lot of our Veterans develop substance abuse problems through the medications they are prescribed," she said.
To address this, Williams has partnered with other providers within the Durham VA system to ensure veterans receive proper counseling in medication and pain management. Recognizing that veterans and their families are often reluctant to ask directly for help, Williams and other Durham VA services, including Social Work and Mental Health, along with volunteers, offer free naloxone, a medication that reduces or reverses the effects of opioids in people at risk of or experiencing overdose (搜索).
"We're expanding our reach with the resources we have, so we're having a Naloxone blitz," Williams said. "When providers come together to fight against substance abuse disorder, we can save more lives."
Recognizing and Responding to Overdose
The VA advises that signs of a potential overdose (搜索) include loss of consciousness, slowed breathing, pinpoint pupils, a slowed heart rate, and pale, blue or cold skin. Recommended actions include dialing 911, administering naloxone if available, turning the person on their side, and keeping the person awake and breathing.
Community Events and Symbolism
VCH has planned a series of events across its region. In Richmond, the Richmond Mental Health and Substance Use Services team, in partnership with community organizations, will host a youth drug prevention forum on Saturday, August 22, and an International Overdose (搜索) Awareness Day pop-up on Monday, August 31 at the Richmond Hospital Lobby. Attendees can learn to recognize and respond to an overdose, receive naloxone education and take-home kits, explore local harm-reduction and treatment resources, and add messages to a Tree of Remembrance and Hope.
On the North Shore, the Purple Chair Campaign — a partnership between municipalities, Vancouver Coastal Health, the North Shore Division of Family Practice and four local committees — will host three events on August 31, with VCH staff on site providing naloxone training and harm reduction resources. Purple chairs will be available for messages of remembrance, artwork and colour.
The Durham VA has installed purple lights along the path leading to its main gate to commemorate community members lost to drug overdose (搜索). Purple has long been associated with mourning, loss, spirituality and, in some cultures, immortality; the placement of the lights also symbolizes the hospital as a beacon of hope for those struggling with substance use disorder (搜索).
Both organizations direct people to resources for preventing, identifying and reversing opioid overdose (搜索), and for accessing substance use disorder (搜索) treatment. As the VA states in its outreach materials, "you are not fighting this battle alone."
