The Government of Karnataka convened the 64th meeting of the Vision Group on Biotechnology (VGBT) on Tuesday in Bengaluru, unveiling a strategic roadmap centered on artificial intelligence-driven innovation, biomanufacturing expansion, and strengthened startup financing mechanisms. Chaired by Dr. Kiran Mazumdar-Shaw, Executive Chairperson and Founder of Biocon Ltd., the meeting brought together leaders from industry, academia, healthcare, and research institutions to review the state's biotechnology ecosystem and chart its next phase of growth.
"Karnataka has built one of India's strongest biotechnology ecosystems, supported by world-class research institutions, industry leadership and a vibrant startup community," said Dr. Mazumdar-Shaw. "As we enter the next phase of growth, we must strengthen mechanisms that support translational research, commercialization and scale-up."
AI and Quantum Technologies Take Center Stage
A major focus of the meeting was the growing convergence of artificial intelligence, quantum technologies, and life sciences. Members highlighted the work of qpiAI (搜索) and discussed the expanding role of AI in research, diagnostics, drug discovery, genomics, precision medicine, and healthcare applications. The Vision Group underscored Karnataka's potential to emerge as a global hub for AI-enabled biotechnology innovation and called for wider adoption of these technologies across the sector.
Dr. Mazumdar-Shaw advocated for embedding artificial intelligence across the biotechnology value chain to unlock new opportunities in drug discovery, diagnostics, precision medicine, and biomanufacturing. The group identified AI-enabled biotechnology applications—spanning drug discovery, diagnostics, genomics, precision medicine, synthetic biology, and healthcare innovation—as priority focus areas for the coming year.
Strengthening the Startup Financing Ecosystem
A significant portion of the discussions addressed the need to bolster financial support for biotechnology enterprises. Dr. Mazumdar-Shaw emphasized that "biotechnology startups require patient capital, strong industry partnerships and long-term support," and called for Karnataka to explore dedicated biotechnology investment mechanisms.
The Vision Group discussed the development of a state-level framework to support biotechnology enterprises across all stages of growth through funding, mentoring, regulatory guidance, and commercialization support. Members also explored engagement with venture capital firms, strategic investors, and industry stakeholders to improve access to growth capital for biotechnology startups. The Bengaluru Tech Summit 2026 was identified as a key platform to showcase biotechnology companies through investor engagement and startup-investor connect initiatives.
Biomanufacturing and Emerging Sectors
Prof. G. Padmanaban highlighted the importance of biomanufacturing for biotechnology growth and export competitiveness, stressing the need for investments and ecosystem support. The group discussed expansion of biomanufacturing infrastructure alongside emerging areas including marine biotechnology and coastal bioeconomy initiatives such as seaweed cultivation, bioenergy, and synthetic biology.

Manjula, IAS, Secretary to the Government, Department of Electronics, IT, Biotechnology and Science & Technology, stated: "Karnataka's biotechnology leadership has been built on a strong foundation of talent, innovation and collaboration. The Government remains committed to strengthening the entire biotechnology value chain—from research and innovation to entrepreneurship, manufacturing and workforce development. Our focus is on creating an enabling ecosystem that supports innovation, attracts investment and develops a future-ready workforce."
Building a Future-Ready Workforce
The meeting also addressed biotechnology skilling initiatives and industry-oriented training programs, alongside discussions on innovation infrastructure development, biotechnology institution roadmaps, and technology commercialization pathways. The Vision Group reaffirmed that Karnataka's biotechnology growth will be driven by biomanufacturing capabilities, access to innovation capital, and the integration of artificial intelligence across the life sciences ecosystem.
The meeting was attended by notable members including Dr. G. Padmanaban, Dr. Devi Shetty, Dr. Taslimarif Saiyed, Dr. Vishal Rao, and Dr. Murali Ramachandra, reflecting the broad coalition of expertise guiding Karnataka's biotechnology ambitions.
