The most serious violation involved breaching Clause 2 of the code, which addresses actions "likely to bring discredit on, or reduce confidence in, the pharmaceutical industry."
The Violations That Led to Suspension
The primary transgression centered on sponsored courses offered via LinkedIn in 2021 and 2022 that focused on the use of Saxenda (liraglutide), Novo Nordisk's GLP-1 (搜索) agonist for weight management. The Prescription Medicines Code of Practice Authority (PMCPA) determined these activities constituted "large-scale, covert promotion" of the weight-loss medication.
At the time of the violation, Saxenda was the only GLP-1 (搜索) class drug approved for obesity (搜索) treatment in the UK. Since then, the company has introduced Wegovy (semaglutide), a once-weekly injectable that has joined its portfolio of weight management treatments.
The case was initially brought to the PMCPA's attention by a "concerned UK health professional" who spotted LinkedIn posts featuring images of overweight individuals and offering free webinars to help healthcare professionals establish weight management programs. The PMCPA concluded this was effectively a disguised promotional campaign for Saxenda.
The severity of the violations was reflected in the unusual requirement for Novo Nordisk to submit quarterly updates to the ABPI (搜索) board throughout its suspension period, allowing the organization to monitor progress on the company's remediation plan.
Path to Reinstatement
Richard Torbett, ABPI (搜索) chief executive, acknowledged the company's efforts to address its compliance failures: "The UK rightly has some of the highest standards in the world for how pharmaceutical companies can behave and operate – embodied by the ABPI Code of Practice. In 2021, Novo Nordisk fell short of these standards, and it is right that their peers held them accountable."
He added, "Over the past two years, Novo Nordisk has responded positively and actively to the requirements laid down by the ABPI (搜索) Board, and I am pleased to welcome them back into full engagement as ABPI members."
Sebnem Avsar Tuna, general manager of Novo Nordisk UK, stated: "Throughout the audit process we have considerably strengthened our compliance processes and we firmly believe that we now have the right foundations and governance in place to be fully and effectively self-regulating."
Ongoing Compliance Challenges
Despite the reinstatement, Novo Nordisk's compliance record remains imperfect. In 2022, the company faced another breach of the ABPI (搜索) code for failing to disclose "transfers of value" totaling approximately £7.8 million (around $10 million) to more than 150 healthcare professionals and organizations between 2020 and 2022.
The suspension had significant corporate governance implications for Novo Nordisk. When the investigation began, the company's UK general manager, Pinder Sahota, stepped down as president of the ABPI (搜索) to distance himself from the probe. He was formally replaced by Pfizer UK's president, Susan Rienow.
