South Korea's Ministry of Food and Drug Safety (MFDS) (搜索) has taken a decisive step toward formalizing the regulatory landscape for cell-cultured foods, issuing an announcement in June 2026 that establishes new, formal standards and specifications for "cell-cultured processed foods." The move officially expands the ministry's focus from meat alternatives to the broader cultured foods sector, signaling the government's commitment to fostering innovation while ensuring food safety.
MFDS Minister Oh Yoo-kyung confirmed the policy direction in a formal statement: "At present, cell-cultured food ingredients may only be used in food products after they have been recognised by the criteria in the existing temporary standards. We have established new general standards for this [and will review current items in this list] to move these up from the current temporary status."
The minister further elaborated that "a new category called 'cell-cultured processed foods' will be established in order to better reflect the characteristics of ingredients and manufacturing processes used in the production of these products, for which corresponding standards and specifications will also be defined."
Safety at the Forefront of New Standards
Food safety remains the cornerstone of the updated regulatory framework. The MFDS has identified specific analysis targets including bacterial count, bacteria type, acidity, and peroxide values as critical parameters for evaluation. Minister Oh emphasized that "this amendment is expected to establish a comprehensive Korean safety management system for foods made using new technology," adding that the framework "will in turn support the development of Korea's food industry [and ensure we are evolving in line] with international standards."
The development of these regulations provides firms with a clear pathway to apply for regulatory approval, addressing a significant gap that had previously left companies operating under temporary standards.
South Korea's Rise as a Cultivated Meat Powerhouse
South Korea has rapidly emerged as a dominant force in the cultivated meat sector. According to the Good Food Institute (GFI) (搜索), the country now hosts 10 active specialized cultured meat companies, making it the largest cultivated meat startup ecosystem in the Asia-Pacific region. By the end of 2025, South Korea had surpassed Singapore, which previously led the region with eight such companies.
Globally, South Korea ranks among the top cultivated meat sectors, trailing only the United States (30 companies), Israel (16), and the United Kingdom (14). GFI attributed this growth to "two big South Korean government initiatives: the launch of a Food Tech Research Support Center focused on cultivated meat which will open in 2027 with support from the Ministry of Agriculture, Food and Rural Affairs (MAFRA); [and] the 2025 enforcement of the Food Tech Industry Promotion Act which empowered MAFRA to provide direct support to businesses."
Industry Momentum and Key Breakthroughs
South Korea is home to several cultured meat start-ups, including TissenBioFarm (搜索) and Seawith (搜索), which have been positioning themselves for regulatory approval. The country has also established the Gyeongbuk Cell-Cultivated Foods Regulation-Free Special Zone, which hosts companies under special permissions regarding tissue usage and biopsies to accelerate industry growth.
Notable scientific breakthroughs have emerged from South Korean institutions, including the development of "beef rice" by Yonsei University scientists—a hybrid product in which beef cells were cultivated within rice grains to create a protein-rich alternative to conventional rice.
The MFDS's recent announcement further cements the government's resolve to pursue growth in this area, with both local and international players positioning themselves to capitalize on the evolving regulatory environment.
