The Trump administration has unveiled a sweeping proposal to fundamentally restructure how the United States funds and conducts scientific research, marking what officials describe as the most significant rethinking of the nation's science and technology enterprise in more than eight decades.
Speaking before the House Science, Space, and Technology Committee (搜索) on July 22, White House Office of Science and Technology Policy (搜索) (OSTP) Director Michael Kratsios (搜索) presented the administration's new report, "Science: A New Golden Age," which was released on July 21. The report explicitly revisits the federal science model established by Vannevar Bush's landmark 1945 report, "Science: The Endless Frontier," which created the framework in which the federal government funds basic research, universities conduct it, and private companies commercialize resulting technologies.
Kratsios argued that the existing model has "slowed the pace of scientific discovery in the United States" and called for fundamental restructuring. "First, the U.S. research ecosystem should prioritize individual scientists over legacy institutions. Too much of our research enterprise has come to serve itself rather than the scientists within it," he told lawmakers. "By supporting a broader range of performers, including a new generation of mission-driven research organizations, we expand our scientific horizons."
A Shift Toward Industry and Mission-Driven Research
Central to the proposal is a redirection of hundreds of billions of research dollars away from universities and toward industry, particularly technology and artificial intelligence companies. The report calls for federal science agencies to concentrate on a set of White House-defined priorities, including physical sciences, chemistry, and biological sciences — fields Kratsios described as crucial to the administration's "national missions."
Notably, the report states that federal agencies "should prioritize foundational research in the biological sciences over the life sciences," signaling a potential deprioritization of biomedical and health-related research within the federal portfolio. The administration's priorities instead emphasize advancements in artificial intelligence, nuclear fusion, robotics, quantum computing, and space exploration.
"The federal government should set clear scientific goals and build the industrial muscle to translate scientific discovery into technological strength," Kratsios said. "Government must mobilize the full force of our enterprise around national challenges, clear the ground for American builders, and reunite the work of discovery and manufacturing across the country."
Reforming Grant Mechanisms
Kratsios also proposed significant changes to how federal research funding is allocated and evaluated. "Instead of a one-size-fits-all approach, the government can deploy more flexible types of grants, including fast-track grants, long horizon grants, and new mechanisms that allow reviewers to champion radically unconventional proposals," he explained.
Partisan Divide in Congressional Response
The proposal drew sharply divided reactions along party lines. Republican committee members broadly endorsed the administration's vision. Committee Chair Brian Babin, R-Texas, stated, "After years in which Washington too often measured success by dollars obligated rather than by results achieved, this administration has begun to refocus the federal research enterprise on excellence, accountability, and outcomes."
Democrats, however, raised significant concerns. Rep. April McClain Delaney, D-Md., cautioned that individual scientists "couldn't do their jobs without the infrastructure available to them on campus" and argued the report ignores that "universities play a vital role in the nation's research ecosystem." She warned the administration is attempting to change "too much, too quickly" without adequate input from all sectors, and raised the possibility that federal research dollars could be allocated based on connections to the administration rather than scientific merit.
Ranking Member Zoe Lofgren, D-Calif., offered the sharpest criticism, arguing that "this administration is systematically destroying U.S. science, while our allies and adversaries alike look on astonished."
Mixed Reception from the Scientific Community
The report acknowledges long-standing challenges that scientists have grappled with, but advocates and researchers have expressed concern that the stated goal of improving science is being undermined by other administration actions, including grievances expressed by President Trump and his aides against immigration, universities, and programs perceived as promoting diversity, equity, and inclusion.
Kratsios maintained an optimistic vision for the proposal's legacy. "Now, it is our time to build a scientific enterprise that will carry America forward and create a new golden age of science for the 21st century and beyond," he said.
