Inclusion Criteria

? When the parent or legal representative of the clinical trial subject signs a written consent after hearing the explanation of the purpose, method, and effect of this clinical trial
? Children under 7 years of age diagnosed with cerebral palsy
? Children with developmental delay (if there is a developmental delay in more than one area, such as large movement, small movement, language, and cognition in the standardized developmental test)
? Subjects with no health problems as a result of medical history and physical examination

Exclusion Criteria

? When chromosomal abnormalities or metabolic abnormalities are confirmed
? In case of severe allergic reaction due to intradermal needle or inability to maintain the procedure
? If surgery and hospitalization were performed within the last 3 months
? If there is a change in the dose of anticonvulsant and anticonvulsant drugs within the last 3 months
? If it is difficult to perform rehabilitation treatment with NIRSIT
? If you are currently participating in another clinical trial or plan to participate in another clinical trial during the trial period
? Other cases where the test manager or test manager determines that it is inappropriate
