1) resident of Stuttgart, 2) reporting at-risk use or substance-related disorder, 3) insured with a German statutory health insurance
1) homelessness, 2) insufficient German language skills, 3) presence of severe neurological or psychiatric disease resulting in severe impairment of cognition, 4) acute mental crisis, 5) acute danger to self or others, 6) serious criminal involvement in the past five years, 7) forensic psychiatric treatment, 8) suspension of entitlement to benefits pursuant to § 16 SGB V
