FDA Approves Bemotrizinol, First New Sunscreen Ingredient in Over 20 Years

For the first time in more than two decades, the U.S. Food and Drug Administration has approved a new sunscreen ingredient — bemotrizinol, also known as BEMT — a move that experts say could significantly improve sun protection for millions of Americans. The approval, announced by U.S. Health and Human Services Secretary Robert F. Kennedy, marks the biggest shift in U.S. sunscreen regulation in over 25 years.
"Bemotrizinol has been used safely in Europe for decades, and FDA's action will increase competition and consumer confidence in sunscreen products," Kennedy said in a statement.
The decision has been widely applauded by dermatologists and public health advocates, given that skin cancer (搜索) remains the most common cancer in the United States. It is currently estimated that one in five Americans will develop skin cancer in their lifetime, and melanoma (搜索) alone kills approximately 20 Americans every day.
What Makes Bemotrizinol Different
Bemotrizinol is a chemical UV filter that provides broad-spectrum protection against both UVA and UVB radiation. Dr. Mona Gohara, a professor of dermatology at Yale University, described it as "a highly effective broad-spectrum UV filter that protects against both UVA rays, which contribute to aging, pigmentation, and skin cancer (搜索), and UVB rays, which cause sunburn and also play a major role in the development of skin cancer."
Critically, bemotrizinol is one of the most photostable sunscreen ingredients available, meaning it does not break down easily in sunlight. This stands in contrast to avobenzone, currently the only non-mineral filter in the U.S. that provides meaningful UVA coverage, which degrades rapidly upon sun exposure.
"Bemotrizinol changes the calculus of sun care. It is highly photostable — meaning it won't break down when hot summer sun hits your skin — unlike avobenzone," said Alexa Friedman, a senior scientist at the Environmental Working Group (搜索) (EWG). "Better yet, unlike the older non-mineral filters, it can be combined with zinc oxide to provide strong broad spectrum protection with less white cast."
Closing the UVA Protection Gap
The approval addresses a long-standing deficiency in the U.S. sunscreen market. While American sunscreens excel at blocking UVB rays that cause visible sunburns, they routinely fall short against deep-penetrating UVA rays, which drive premature aging, suppress the immune system, and are the primary contributor to skin cancer (搜索), according to the American Cancer Society.
Peer-reviewed research by the EWG has found that U.S. sunscreens deliver on average just 24% of the UVA protection implied by their SPF labels. Bemotrizinol's strong UVA filtering capability is expected to help close this gap.
"For decades, Americans have used outdated sunscreen tech while the rest of the world moved forward. The approval of bemotrizinol will help change that," said David Andrews, chief science officer at EWG. "This is a win that has been a long time coming."
Safety Profile and Regulatory Hurdles
Unlike six commonly used chemical sunscreen ingredients that FDA scientists found in 2019 could enter the human bloodstream at unsafe levels after just one day of use — with homosalate and oxybenzone remaining above safety thresholds for more than two weeks — bemotrizinol is not easily absorbed into the skin and has the most robust safety data of any UV filter to date, according to EWG.
The lengthy path to U.S. approval stems from the FDA's unique regulatory framework. Sunscreen ingredients are regulated as over-the-counter drugs rather than cosmetics, meaning manufacturers must provide extensive safety and efficacy data meeting FDA standards. The company seeking approval for bemotrizinol reportedly spent 20 years and millions of dollars navigating this process.
"The FDA's sunscreen approval process is unique because sunscreen ingredients are regulated as over-the-counter drugs rather than cosmetics," Gohara explained. "The goal is consumer safety, but the tradeoff is that innovation often reaches American consumers much more slowly than it does elsewhere in the world."
Sally Pipes, president and Thomas W. Smith Fellow in Health Care Policy at the Pacific Research Institute, argued that "what is needed is a broader modernization of how sunscreen is regulated in the U.S. In the fight against skin cancer (搜索), regulatory delay is not a neutral act. When public officials keep better sunscreens off the market for decades, Americans are left relying on yesterday's protection against today's risks."
Impact on Consumers and Public Health
The approval is expected to drive several tangible changes for U.S. consumers: better UVA protection, more photostable formulas that maintain effectiveness longer, improved texture and wearability with lighter and less greasy formulations, and expanded product choices.
"This is overwhelmingly a positive development," Gohara said. "Adding another well-studied sunscreen ingredient gives Americans access to more options and may help create sunscreens that are more elegant, comfortable, and easier to wear every day. Since sunscreen only works when people actually use it, that matters."
While bemotrizinol "won't replace the fundamentals" such as wearing broad-spectrum SPF 30 or higher, seeking shade, and using protective clothing, Gohara emphasized that it may make "sun protection easier and more appealing for millions of Americans."
Of the 550 sunscreen products recommended by EWG in their 2026 report, 497 are predominantly made from minerals that sit on the skin and physically deflect the sun's rays. The addition of a safer chemical option like bemotrizinol expands the toolkit for both manufacturers and consumers, potentially increasing regular sunscreen use and contributing to reduced skin cancer (搜索) rates over time.
