Patients aged over 18 years; Both sexes; Ejection fraction (EF) below 40%; Functional class II or III according to NYHA (New York Heart Association); Who are on optimized clinical treatment
Orthopedic dysfunctions that prevent physical exercise (such as, for example, osteoarthritis in the lower limb and/or spine); Neurological and/or cranial alterations that prevent the application of tDCS (Transcranial Direct Current Stimulation); Diagnosed seizures; Unstable angina symptoms; Patients using a pacemaker or implantable ventricular defibrillators; Metabolic syndromes linked to thyroid or liver; Body mass index (BMI) less than 18.5 and greater than 34,9; Patients with less than 3 months of cardiac decompensation; Patients undergoing cardiovascular rehabilitation in the last 12 months; Patients with cognitive disorders, assessed by the Mini Mental State Examination (MMSE) with a lower score in their education category; Uncontrolled diabetes, systemic arterial hypertension and dyslipidemia; Diagnosed lung disease, such as exercise-induced asthma and pulmonary fibrosis; Pregnant women; Smokers; Alcoholics

- Primary Outcome Measures
Name Time Method To evaluate functional capacity through the 6-minute walk test by varying the distance covered in meters before and after aerobic training associated with transcranial stimulation with direct current.
- Secondary Outcome Measures
Name Time Method To assess quality of life by applying the Minnesota Living with Heart Failure Questionnaire (MLHFQ), by varying the total score before and after aerobic training associated with transcranial stimulation with direct current.;To evaluate the physical and pulmonary capacity through the cardiopulmonary exercise test using the variables VO2peak mL/Kg/min (oxygen consumption per milliliter/kilogram/minute), minute ventilation slope by carbon dioxide exhalation (VE/V?CO2 slope) and oxygen uptake efficiency slope (OUES) before and after aerobic training associated with transcranial stimulation with direct current.<br>;To analyze the inflammatory profile using the flow cytometry method, through the quantification of pro-inflammatory cytokines (interleukin-1, interleukin-6 and alpha tumor necrosis factor) and anti-inflammatory cytokines (interleukin-10) before and after aerobic training associated with transcranial stimulation with direct current.
